4. California Policy Reform Network - esummaries - The CPR Network believes that we can work beyond "politics as usual" to advance policy reform through civic engagement. In fact, actively engaging citizens may be the only way to get sustainable reform. To motivate legislators in times of scarce resources, they must hear from engaged constituents in order to enact change that is truly responsive to the communities, and that best reflects the needs of the individual regions.
